On 6 May 2023, after the consideration and consent of the people's government of the autonomous region, according to the "Letter of the Department of Finance of the Guangxi Zhuang Autonomous Region on the Agreement on the Arrangement of the Second Batch of Projects of the Financial Science and Technology Programme of the Autonomous Region at the Level of the Autonomous Region in 2023" and the "Circular of the Department of Science and Technology of the Autonomous Region on the Issuance of Newly Established Projects of the Autonomous Region's Funds for Science and Technology Program of the Autonomous Region in 2023 (the First Batch)", Guangxi Department of Science and Technology issued 1515 new projects (the first batch) of 2023 autonomous region science and technology program funds. Among them, Associate Professor Pang Yanzhi of the Faculty of Transportation won the project of Guangxi Science and Technology Base and Talent Special Project; Dr. Cheng Zhong of the Faculty of Food and Quality Engineering, Dr. Wang Yumei of the Faculty of Civil and Architectural Engineering, and Associate Professor He Jiawen of Faculty of General Education won the project of Guangxi Natural Science Fund, and Nanning University achieved new breakthroughs in provincial and ministerial level science and technology projects.

In recent years, Nanning University has intensified efforts to attract high-level talents and send outstanding young researchers to visit universities both inside and outside the region. The university has also established research platforms, optimized incentive systems, and provided high-quality services for high-level talents and young core teachers. It has initially created a high-level project cultivation model that follows the framework of "top-level deployment by the school – coordination by functional departments – implementation by secondary colleges – specific execution by research teams – expert guidance and review". This cultivation model has shown promising results: the enthusiasm of teacher teams in project applications has increased, project quality has improved, project approval rates have increased, project outcomes have become more diverse, and local communities have benefited from the services provided. For the newly established science and technology program projects, the university will strengthen the project management, fund management, supervision, and service, and strive to improve the efficiency of the use of funds to ensure that the projects complete their research tasks on time and in accordance with the quality and produce high-quality results.
